Whereas softball, for instance, is? A lot of new sports are getting into the Olympics, like badminton for instance. Rugby and cricket are both big sports with large fan bases. Is it because the respective governing bodies do not want for them to be in the Olympics?

Because;

a) They probably wouldn't qualify.
b) They'd both add vast numbers to the number of athletes (and bowlers) present, presenting significantly more logistics problems.
c) Most importantly, they don't want to be. Like soccer, it'd devalue their own WC's plus the respective governing bodies wouldn't want the bloodsucking leeches of the IOC sucked up "their" revenue stream.
d) There's also a good argument in saying that RU & cricket players should be kept as far away as possible from Olympic villages.
